As the author mentions below, there was a legitimate reason why Ron behaved the way he did. He was watchful of his property because of an unfortunate incident that occurred with his own pet dog years ago.
Not only does this explain why he was always outside watching everything carefully, but it also clarifies why Ron just so happened to be so attuned to canine behavior. He knew something was wrong with Pepper even from afar. He also maintained a level of calm and respect throughout the dramatic events, which likely put the homeowner at ease during what could have been a traumatic situation.
